This is really cute. The detail of the dandelion seeds blowing in the wind. Something I would work on is how you approach both coloring and shading being that they go hand and hand in this instance. To make the coloring more interesting and improving how you shade, you should be working with 2-3 shades of a similar color in a dark, medium, and light . Where you shade is also important and you should look into studying light and shadow a bit more. I really do love your rendering however and I can appreciate the subject - I'm a big fan of the original Pokemon myself.
